A Ukrainan engine will be used for production of prototypes and possible initial batch and a Turkish engine will be used for serial production, same as SOM and Atmaca. This engine, in spite of all the publicity about being more efficient, longer lasting and better than KTJ-3200, is still a turbojet. Turbojets do not perform as efficiently as turbofans overall. But particularly at lower altitudes where air is denser turbofans excel over turbojets.
I can’t understand our reluctance in developing a mini turbofan for Gezgin class cruise missiles. By starting the trend and a first in turbofan, it may even stimulate our TEI to start producing a turbofan engine. They have already produced an axial flow engine in TJ-300 . Why not produce a turbofan version too? It may be more expensive. Yes! But the missile it is going to power is not going to be cheap either.

But at low altitudes where air is denser, turbofans are more efficient and hence, you could say, faster for a given size engine.Turbojets are faster than turbofans. This engine is to be used in a subsonic cruise missile. Cruise missiles fly low as part of their design. (High flying subsonic missiles will be easily picked up by enemy radars.)
In fact there is a controversial statement in the news piece; they are claiming that ARAT will be for a missile operating at high altitudes.

Correct use is up to 100km and up to 20km altitude. This doesn't mean it can do 100km at 20km altitude but some interception envelopes can reach 100km range or 20km altitude.100 km range
