Thats 3d's fan art or expectation or official ?Aster-30 Block 2 will have a double stage solid fuel engine with IR + DACS + KV. The missile, which can destroy medium range ballistic missiles (MRBM) which 3000 km range including their decoy heads, in out of the atmosphere at a maximum altitude of 70 km and will be put into service in the ~ 2030s. Turkey wants to be in this project.

Let me recap the most important parts
The Turkish air defense system will consist mainly out of 3 parts: Short (Hisar A+), Medium (Hisar O+) and Long (Hisar U, aka Siper) range parts, like all classical Air defense systems.
To make it clear, Turkey does not design something extra ordinary but similar missiles to other existing missiles of different countries like: IRIS-T (Germany), Mica (France), Spyder (Israel) and CAMM (UK).
So we won't have a "wunderwaffe" air defense system but an air defense system of similar capabilities like the existing modern AD systems
Here mr. Sünetçi made a nice overview of comparence (mind you that not all values of the HISAR system are known, some values* are estimated)
Not mentioned in graph above is the Hisar-U missile that will have an estimated range of 70 - 90km and altitude of 20km+
So now also with the EIRS and STR radars nearing completion our AD system is slowly taking her final form.
All missiles are VLS launched, the sea-based versions will most likely need some minor modifications
Where does the S400 system fit? Well if we regard that "reliable" AD systems need to be layered we can regard:
Layer 1: Spaag systems / MANPADS, like Korkut SPAAG / stinger
Layer 2: short range, low altitude systems, like Hisar A+
Layer 3: Medium range, medium altitude systems, like Hisar O+
Layer 4: Long range, high altitude systems, like Hisar U
Layer 5: very long range, high altitude, like S400

I am really impressed by the technology that is used in the Hisar system. It has datalink+IIR/RF guidance while the seeker head is protected by a cover that gets separated when the missile is in terminal phase, to protect the IIR seeker from thermal stresses/fog. Further more it has in flight re-targeting capability to guide to another target if need be. And at last, it has a dual-pulse engine that is used in the most efficient way to maximize the possibility of interception.If the altitude ranges of hisar-A+/O+ reach the figures given by I.Sunnetçi (10km and 20km), This will be a perfect, network centric and layered air defence missile system ! 20km altitude equals to 66000ft. This figure will guarantee a certain kill against any flying manned/unmanned object when they enter into effective range of Hisar systems. Most likely, Siper will carry this altitude figure up to 30-35km.
