IMO the EU will first focus on the Kaliningrad issue after this war. They will definitely not leave that region to the Russians. They will probably indirectly seize Kaliningrad by forming a terrorist organization made up of ethnic Russians. First, they overthrow the Russian administration through this organization, and then they recognize Kaliningrad as an independent state.
Then this so-called independent state joins either Poland or Lithuania, if only she does not join the EU.
I think Kaliningrad should become an independent state of pro-West ethnic Russians. It should be like Taiwan, and it could become the 4th Baltic Country, joining the EU at a later stage.
It should not be annexed by Poland or Lithuania, as this would be a Putinesque imperialistic action, and it would create a big minority of hostile ethnic Russians in the country annexing the territory.
Independence is the way to go for Kaliningrad.
