To clarify, Al-Khums is not a naval base, but an underequipped yet kinda large civillian port, personalized in bulk, container and car carriers. Maybe they got some basing rights, but to make it a base where navy ships could deploy, refuel and rearm, there would need to be some investment on infrastructure.
As it's a civilian port with no seperate facilities, I still don't think the part about it being leased basically indefinitely is correct, but there seems to be something, yes.

If we sit down and think a little logically, it would be unwise to think that the TAF would leave its soldiers in Libya alone with its prehistoric Hawk batteries. Especially when there are more modern air defense systems at hand. This was the case in Syria. It should be the same in Libya. No matter what official statements say, this reality will not change. Because mistakes to be made here will be paid with the lives of Turkish soldiers on the field.

To be fair, putting Hisar O’s instead of these Hawk’s would not be a bad idea. These old relics from the 60´s should have been scrapped a long time ago anyway.

Iirc, Hisar family has been test fired 30 times before induction. So I think it will do just fine.

Not necessarily but comparing a 50 year old product to a 2020 model one will bring out a lopsided comparison, no matter which product. Korkut was tested in Libya, we can expect the same for Hisar. But i don't think that sat image is proof.
