How did the Bangladesh women's football match against India stop in about five hours?

Another Bangladesh-India match, again excitement, controversy, discussion around that match. The two teams met in the final of the SAF U-19 Women's Championship football at Dhaka's Kamalapur Stadium on Thursday.
The results of the match which started at 6 pm came around 11 pm. In the end, the two teams were declared joint champions. But there are questions about the process, which is causing excitement in the field.
After the scheduled 90 minutes of the match ended with 1-1 goals, the game went directly to the tiebreaker. There is also an 11-11 tie.
Then the drama begins. The referees chose India as the champion through a coin toss. The Bangladesh team protested on the field. Later it was found that the bylaws of the tournament did not mention the coin toss but continued penalties. After that, when the match commissioner wanted to correct the mistake and play the game, the Indian team sat down.
In the end, after a long wait, discussion and compromise, the trophy was handed over to the captains of the two teams.

What happened in the game?
There was already interest in the football arena around the Bangladesh-India final. Although going into the fifth edition of the SAFF U-19 Women's Championship, Bangladesh have played in the finals of the previous four times, winning three times, losing the title once to India.
Bangladesh defeated India 1-0 in the group stage of this tournament as well. The remaining two teams of the tournament were Nepal and Bhutan.
However, India went ahead at the beginning of the final match. After scoring in the 8th minute, they were ahead in possession and attack in the rest of the time. But in the very last minute of the match added extra time Bangladesh equalized the game.
After the scheduled time ended with 1-1 goals, the game was played according to the rules in the penalty shootout. Both teams took five shots first and the scoreline was tied at 5-5.
After that, the rest of the footballers of the two teams started taking shots one by one under the 'sudden death' rule. In the end, with both goalies taking shots, neither could decide the winner, and the tiebreaker remained tied at 11-11.
'Match Commissioner's mistake'
The trouble started after that.

Article 3 of 7 states, "If the winner cannot be determined in the semi-finals and finals at the scheduled time, then according to the rules of the game, penalties shall be awarded." No extra time will be added.”
Several referees told the BBC that the rule in football is that penalty shootouts continue until a winner is determined.
In football the coin toss can only ever be used as a last resort option, when the weather or the field is not quite suitable for playing the game, but that too has to be in the bails.
