These are not that much effective in modern warfare. Runways are easy to repair. It's better to hit more critical buildings in an airbase, like planes and munitions.

JP233 was solely used against runways.
German Tornados had a more versatile version with different cluster munitions against diverse targets before the ban.

Yeah, I think US attacked a Syrian airbase with missiles with similar warheads while Trump was president and planes continued flying from there either the same day or the next.
