Considering how we would encounter the adversaries in a hypothetical war, I say putting the same kind of payload on aging Yıldırım missiles so that Tayfun production line won't be strained for something very specific

These are not that much effective in modern warfare. Runways are easy to repair. It's better to hit more critical buildings in an airbase, like planes and munitions.

JP233 was solely used against runways.
German Tornados had a more versatile version with different cluster munitions against diverse targets before the cluster munition ban.
