It is true that there is a tendency.
Prosecutors have already become an independent player in the Korean political landscape. There was a time when Minjudang thought prosecutors were so powerful that they tried to take away their investigative powers to reform them. State within state that can put anyone they don’t like to the court while themselves actually should be the representatives of the government (executive) in the court (judiciary). It is usually the military or police who have ambition and behavior like this, prosecutors become “independent” like this is quite new for me.
