I ask that same question as well, dont the Ruskies have many many more years of developing experience with producing quality air defense systems?
It is about will, determination, technology and money. Russia is also developing a similar system called S-500. China has developed as well. Japan has this tech. S. Korea is trying to develop. If you check the countries having long range SAM tech similar to Siper, You will see the same 4-5 countries inside this league too.
In tech field, Turkey has developed neccessary knowledge to reach the space with domestic solid and liquid propulsion technologies. In recent tests, Roketsan launched a two stage sounding rocket to an altitude around 140km (first time in 2018) [Arrow-3; 7m length, 820mm width, Range:150km]. They have tested first elements of national divert and attitude control and two color mid wave-length (MWIR/LWIR) optic guidance systems in space conditions in this trials. The biggest challenge will be to develop guidance and data-link systems in this program. Detecting the ballistic missile from longer ranges and guiding the killer vehicle to the correct point will be important so Aselsan is not only developing state of art divert and attitude control mechanism but also a ultra long range radar.
By 2022/23, Roketsan will launch an 16-17m national rocket to test the most advanced propulsion and guidance technologies in space conditions. I believe the final stage of this rocket will have matured 5axis Aselsan DACS + two color optic guidance that will be integrated to HALR missiles.
These space rocket programs are giving our engineers/institutes (Aselsan/Metrksan/Tübitak UZAY) great chances to test new technologies at real space conditions. I think This rocket will push the altitude limits of 200-250km.
