Would it make sense to use militias for more direct confrontations, e.g. Loitering ammo strikes and such, sabotage operations etc.

If the russian backed side starts ysing loitering ammo things could escalate or get ugly.

There are many volunteer groups/battalions out there in Ukraine. Some of them proved their power in combat and are both good trained and equipped. There are many specialized units like sniper and recon teams for example that served very well. It all depends on the will of Ukrainian military and internal affairs authority to use them and the militia group's specialization. The groups are within the chain of command of the Ministry of Internal Affairs on paper. The experience till now tells us that they are already using them and will continue to use them. Forces like the "Azov" Battalion are an important part of the system there no matter their controversial history and ideology.

As surprising as it might sound,volunteer battalions proved to be better trained/equipped and battle hardened and showed somewhat higher efficiency than regular Ukrainian forces who suffered from decades of neglect,corruption.

In 2014 it was fair to say they were in a miserable state. As of now,Ukrainian armed forces have improved but yes volunteer battalions are still an important part of the warfighting capability and resistance of Ukraine.

Ukraine has enough land forces and ATGMs to cope with enemy's land forces whereas the country lacks of air superiority such as modern fighters and SAM systems. NATO Air defence umbrella would be great for Ukraine.

In 2018, Ukraine signed an agreement for the purchase of a system of 6 drones, 3 control stations, 200 MAM missiles for them for a total of $ 69 million , the delivery was completed in November 2019. In October 2020, it was announced that Ukraine is considering the purchase or joint assembly of 48 more drones . So there is nothing undercover sales of Bayraktar.

I googled in Ukranian language what Ukranians telling about the massacre but i found neither source nor statement that claimed Rumenian secret service had been responsible.
Vice versa some official web sites of western Ukranian regional admisnistrations accept that the massacre was committed by NKVD not as you said.

The media announced a conversation between Biden and Zelensky

The first telephone conversation between the presidents of the United States and Ukraine will take place today, according to the media.

US President Joe Biden will hold his first telephone conversation with Ukrainian President Volodymyr Zelensky on Friday, April 2, Politico reports.

It is noted that the conversation will take place against the background of reports on the buildup of Russian military power in eastern Ukraine.

"The conversation followed at least three high-level telephone conversations between the United States and Ukraine this week, between Secretary of State Anthony Blinken, Chairman of the Chiefs of Staff General Mark Milli, Secretary of Defense Lloyd Austin and their Ukrainian counterparts," the newspaper recalls.

The newspaper notes that Ukrainian officials have been pushing for a call between Zelenskiy and Biden for several weeks, including in a recent call between national security adviser Jake Sullivan and head of the President's Office Andriy Yermak.

"Biden kept Ukraine at arm's length while quietly pushing for further reforms in a country that he has known for many years as vice president and which is the most important front in the West's efforts to contain Russia," the publication said.
