Everything has to start from something . Rather than spend thousand hours of research and wasted lot of $$ . Turkey take the pragmatic approaches and find a technological mature JV partnership in the hand of desperate Ukranian . And boy .... I wished our leaders has the turkish sensibility too . Without the Ukranian greeds the mainland would take at least 2 more decades of desperate efforts and massive of $$$ to go where they stand today in the military techs achievement .
To be honest Turkey gets very little for what is given to Ukraine (in terms of ToT). Even in that basis, Turkey hasn't received a full ToT on anything from Ukraine, they are really stingy about that.
For example the turboprob engine, what they do is special modifications to an engine as Turkey requests (delivers all specs and suchs so that it is suitable for an UAV), they don't deliver IP rights, ToT, or even licensing for production.
Zaslon, they haven't provided anything on how it works but simple explosive and "conceptual" set up, Aselsan did work a lot on Pulat and it quite differs from Zaslon, the one major difference is the tip receiver. Turkey was seeking a full ToT to deliver Pulat integration soon as possible which is urgently needed in deployments, but Ukraine has really slacked and didn't will to provide that. then Aselsan completed it and took sometime.
For missiles, EW, passive radar techs, Ukraine hasn't provided much,or none. Again Turkey has completed those individually and then start to export something to them.
Turkey has possibly given:
-Corvette and warship design and systems integration know-how,
-UAV design know-how, production know-how (they have started their own design with consultancy)
-UAV -specific engine modifications.
-Electronics EW -ECM/ESM for certain applications
-Certain missile tech.
In return received;
-Very basic,in terms of completeness, Zaslon know-how remaining(electronics, seeker, control interface etc) to be completed by Aselsan.
-Some upgrades for some old soviet-SAM systems to be deployed abroad,
-A turboprop engine to be used on UAVs, no license, no ToT.
-A helicopter engine (certain modifications to be supplied by TEI) for heavy-class attack helicopter, no license ,no ToT.
So Ukraine is not really desperate like South Africa who sells their knowledge for money, Ukraine rather seeks something to gain aside from money.
