hey guys, just found out that Indonesia is considered a 3rd tier cyber capabilities

don't know where to actually post this but........

you can download the paper here.

Indonesia’s first formal strategy for civil-sector cyber security emerged only in 2018, one year after its principal cyber agency was created. Cyber-related institutional changes within the armed forces began around 2014 but have not yet given rise to a published military cyber strategy or doctrine. Political control of cyber policy is exercised through the president. Indonesia has only limited cyber-intelligence capabilities but has been investing in cyber surveillance for domestic security. It is more engaged than most developing countries in cyber security and in employing digital technologies. On international cyberspace policy, it participates actively in the G20, the Asia-Pacific Economic Cooperation, the Association of Southeast Asian Nations and the Organisation of Islamic Cooperation. Indonesia has some cyber-surveillance and cyber-espionage capabilities, but there is little evidence of it planning for, or having conducted, offensive cyber operations. Overall, Indonesia is a third-tier cyber power. Given that it is expected to become the fourth-largest economy in the world by around 2030, it could be well placed to rise to the second tier if the government decides that strategic circumstances demand greater investment in the cyber domain.

These parts from the introduction are what I find most interesting:

Indonesia has only limited cyber-intelligence capabilities but has been investing in cyber surveillance for domestic security. It is more engaged than most developing countries in cyber security and in employing digital technologies.
Indonesia has some cyber-surveillance and cyber-espionage capabilities, but there is little evidence of it planning for, or having conducted, offensive cyber operations.

Do we even have enough resources to conduct offensive cyber operations?

it could be well placed to rise to the second tier if the government decides that strategic circumstances demand greater investment in the cyber domain.

Well, as long as we don't have any guy like the one who said "Internet cepat buat apa?" some years back as the top officials in this sector anymore... 😒

Put defense SOEs for IPO. Once they are go to the stock market, transparency is something needed, if not investors will not buy their stocks.
They would resist on many reason
IF I were the said investors, I would stay as far away as possible from 🇮🇩 defence sector or any other strategic sectors. Although I've already given out little advice to a potential investor to stay away out of it back in 2018 or so, albeit it was in renewable energy sector.

I suggest putting in all cyber warfare related in Air Force section. Because traditionally WHEN a nation do not have its own dedicated Cyber warfare branch, they put them within their Air Force domain

I can tell this for a fact, that we do not have such capability. Not by a very large margin. In fact, we only have very meagre capability for Cyber defence & incident respond.

As for cyber surveillance, our current capability is limited to the use of analytical method (of which I personally used to run data mining toward ⅓ of you guys here) mix with social engineering + a nice official letter to whichever tech company whose provide the host for the targetted individual content.
Mostly the most commonly use cyber services are those out of 🇮🇱 eeech sorry I mean 🇸🇬 based firm

As much, I'm willing to become "nara sumber" on this subject, so far many of my writing related to either cyber warfare and jungle survival elsewhere get plagiate a lot. And considering how much our discussion here do get into the media and even plagiate by a certain "buzzer binaan istana" I'm refraining from writing anything about it in open forum.

Everything has to start from something . Rather than spend thousand hours of research and wasted lot of $$ . Turkey take the pragmatic approaches and find a technological mature JV partnership in the hand of desperate Ukranian . And boy .... I wished our leaders has the turkish sensibility too . Without the Ukranian greeds the mainland would take at least 2 more decades of desperate efforts and massive of $$$ to go where they stand today in the military techs achievement .
To be honest Turkey gets very little for what is given to Ukraine (in terms of ToT). Even in that basis, Turkey hasn't received a full ToT on anything from Ukraine, they are really stingy about that.
For example the turboprob engine, what they do is special modifications to an engine as Turkey requests (delivers all specs and suchs so that it is suitable for an UAV), they don't deliver IP rights, ToT, or even licensing for production.
Zaslon, they haven't provided anything on how it works but simple explosive and "conceptual" set up, Aselsan did work a lot on Pulat and it quite differs from Zaslon, the one major difference is the tip receiver. Turkey was seeking a full ToT to deliver Pulat integration soon as possible which is urgently needed in deployments, but Ukraine has really slacked and didn't will to provide that. then Aselsan completed it and took sometime.
For missiles, EW, passive radar techs, Ukraine hasn't provided much,or none. Again Turkey has completed those individually and then start to export something to them.

Turkey has possibly given:
-Corvette and warship design and systems integration know-how,
-UAV design know-how, production know-how (they have started their own design with consultancy)
-UAV -specific engine modifications.
-Electronics EW -ECM/ESM for certain applications
-Certain missile tech.

In return received;
-Very basic,in terms of completeness, Zaslon know-how remaining(electronics, seeker, control interface etc) to be completed by Aselsan.
-Some upgrades for some old soviet-SAM systems to be deployed abroad,
-A turboprop engine to be used on UAVs, no license, no ToT.
-A helicopter engine (certain modifications to be supplied by TEI) for heavy-class attack helicopter, no license ,no ToT.

So Ukraine is not really desperate like South Africa who sells their knowledge for money, Ukraine rather seeks something to gain aside from money.

And i honestly don't know which i have to be feel saddest the most . For both of it was trully have far reach grimm consequences than what it was look on the surfaces .

Oh no! Please, not those 'educational' links and contents... 😭🤣

Oh boy, frankly, I'm a bit relieved since I'm already 'out in the open' since some time ago. Although I must admit that it sometimes still crosses my mind about how nice it is if I'm able to completely erase my 'internet existence' altogether.

But still, carry on! 👍🏽

So they learned something after their china escapade after all . And yet .... They close to squander their last chance of trully bonafide's partner in their endeavour for some semblance of state technology secrecy ....

Sigh

According to what I heard from the university, Black Sea Shield company will buy some motors with their Ip's and produce them under a different name, as Turan Oguz said. This includes AL 25. 49% of the company is owned by Ukrainians, they probably think they can make a lot of money.

Besides, ship design is not that important, nowadays anyone can design a ship of any tonnage by consulting, electronics are the hardest part, and this is a versatile spectrum. These are extraordinarily multidisciplinary works that are impossible to beat.

They don't want to loose market, that is it i think. They know how it will end up if they share some knowledge on the matters they are feeling most strong.
They have upper hand on certain techs which is durable to the decades (airplane, gas turbines, turbo-engines), while their short leg is rather electronics or anything which is changing rapidly by time. If they wholly share their strong sides then they will become dispensable.

Chairul Tanjung paid it dearly when he is invest big on Garuda Indonesia. So i would take it for granted about human resource pool and management in our established SOE

Not exactly. The way its work is more mundane.
Every time you visit any website, some tracking company (example ; Facebook, Google, Alexa, etc) will take record of whatever cookies & tracker in your browser / apps. And afterward they will sell that information to anyone in open market (such as me)

You can't. Everything you had posted on the internet will stay there for good.
Although there is way to "delete" all of them, but such endeavour not only very tedious, but also will not be cheap.

IMO It's our education system as a whole is at the bottom of the barrel. In fact, I believe that late Soeharto era education system is actually better in encouraging critical thinking while still "encouraging" in the limit of what an individual can do / act in daily life.
