Yes, that is a legit concern but Erdogan is a cunning politician he sees the shifting political inclination of voters. Old voters that are staunch Erdogan supporters are being replaced with young voters that have nationalist tendencies. Erdogan is losing by a good margin in nearly all of the big cities even against a weak opponent like Kılıçdaroğlu. The political trend is not in favor of Erdogan. Religious conservatism is on the decline and being replaced with nationalism.Only problem with Ogan's deal that he doesn't have any leverage to enforce them. Erdogan will run for another 5 years but he'll definitely be in passive politics afterwards. Until then I am sure he is already looking for a replacement that will lead his party and as a potential new leader.
