Record contract for SİPER and HİSAR air defense systems​

A contract was signed for the serial production of the SİPER Long Range Air Defense System. Orders for the Low and Medium Altitude Air Defense System HİSAR have been increased.

“Mass Production of Turkey's Long Range Regional Air and Missile Defense System Project SİPER Product-1 has started. The scope of the HİSAR Mass Production Project, which is the Low and Medium Altitude Air Defense Missile System, was expanded and the Air Forces Command was included in the project in addition to the Land Forces Command.


The "Signing Ceremony of Mass Production Contracts of SİPER Product-1 and HİSAR Projects", initiated by the Presidency of Defense Industries within the scope of the needs of the Air and Land Forces Command, was attended by Minister of National Defense Yaşar Güler, Chief of General Staff General Metin Gürak, President of Defense Industries Prof. Dr. It was signed at the ceremony held at the SSB with the participation of Haluk Görgün, Naval Forces Commander Admiral Ercüment Tatlıoğlu, Land Forces Commander General Selçuk Bayraktaroğlu, Air Forces Commander General Ziya Cemal Kadıoğlu, Deputy Ministers of National Defense, Turkish Armed Forces and sector representatives.

Minister of National Defense Yaşar Güler briefly said the following in his speech at the signing ceremony:

OUR SKYLAND CAN BE PROTECTED IN THE MOST EFFECTIVE WAY​

“Our regional air and missile defense system, SİPER, developed with local and national resources, is a critically important project that will meet our needs in this field with its long-range capability. It is also important that the HİSAR missile, which will be used in the SIPER system, be developed to the maximum extent possible with our domestic and national resources.

Thanks to our HİSAR missiles, the first tests of which were successfully carried out; The effectiveness and response of our SIPER system against air targets will increase. With these products, our Air Force's urgent system needs will be met and our Sky Homeland will be protected in the most effective way. To ensure the security of our country on land, at sea and in the air, and to protect the rights and interests of our noble nation; Increasing the number of such important projects and including them in the inventory of our heroic army is not a choice, but a necessity.

Based on the aphorism of our national poet Mehmet Akif Ersoy's poem, we are always ready to use our chest as a shield to prevent scoundrels from attacking our country, while at the same time, we are taking our defense capacity to stronger levels by producing weapons and systems such as "SIPER".

No one should doubt that we will write new achievements worthy of our ancestors in the golden pages of our history in line with our Turkey Century targets, and that we will make the second century of our Republic the "Century of Defense Industry".


As a result, our Ministry of National Defense; "We will continue to work shoulder to shoulder with our public institutions, foundations and private sector companies, and universities for a sustainable domestic and national defense industry ecosystem."

Görgün: SİPER 'the best for now'​

SSB President Görgün stated the following in his speech at the Signing Ceremony:

“With ASELSAN-ROKETSAN-TÜBİTAKSAGE Business Partnership; Within the scope of the SIPER Project, which we initiated with the aim of developing an effective air defense system against high altitude and long range air-breathing targets, cruise missiles and air-to-surface ammunition, we started the acceptance activities of the Product-1 system under the responsibility of ASELSAN-Roketsan. We will deliver our systems to our Air Forces Command in mid-2024. With the Signing Ceremony we held today, we are starting mass production of the SİPER Product-1 System.

On the other hand, we used the opportunities and capabilities of many domestic defense industry companies within the scope of the Design and Development Term-1 Contracts of the HİSAR-A and HİSAR-O Projects ongoing between our presidency and ASELSAN. We delivered the systems for which we completed the design, development and qualification activities to our Land Forces Command in 2021. With the contract we will sign today within the scope of the HİSAR Mass Production Project; Our Air Forces Command will also be involved in the project.

The air defense issue is a matter of survival that we, as the defense industry, should focus on the most. Thanks to these systems, it will be possible to preserve the achievements and infrastructures our country has achieved in every field. Never forget this; Our HISAR and our SHELTER are the best only “for now”. We will continue to work day and night for systems that extend to the space level and contribute to our dominance and deterrence there. As our esteemed President stated before; We will come to the point where we will "sell air defense systems" to those who do not give us air defense systems with various excuses.

I hope that both of our projects, which will support our strong image of Turkey on the field and at the table, will bring good things to our country, and I congratulate those who contributed.”

Features of SİPER System​

PRODUCT-1 Missile with a range of 100+ kilometers is used in the SİPER system, which was developed under the coordination of the Presidency of Defense Industries in cooperation with ASELSAN, Roketsan and TÜBİTAK-SAGE . The system, which will enter the inventory next year with the PRODUCT-1 Missile, will be equipped with different 'interceptors' in the following period, especially the PRODUCT-2 Missile with a range of 150+ kilometers.

SİPER deliveries will begin in 2024 for the Air Forces Command.

In the 2025-2028 Band in HİSAR​

Within the scope of the contract, additional HİSAR-A+ and HİSAR-O+ deliveries will be made to the Land Forces Command between 2025 and 2028.

HİSAR-A+ and HİSAR-O+ deliveries to the Air Forces Command will be completed between 2026-2027.

I think we should make a low-cost medium/long-range air defense system based on the Hisar-O+ system.

The same Hisar-O+ truck-based missile launcher.
AIR S-band AESA medium-range surveillance radar replacing Kalkan II (200+km range)
Akrep illumination radar instead of ÇFAKR X-band AESA multi-functional fire control radar of Siper system. (120km range)
AESA data link for Hisar-RF and Siper product 1 missiles
Hisar-O+ IIR, Hisar-RF, and Siper product 1 missiles

Typical missile load 2xHisar-A+/O+ IIR, 2xHisar-RF, 2x Siper product 1 for a single missile launching truck.

What disturb me is that Turkiye aslo pay for its own defence systems in euro or dollar , can someone explain me why and does it mean all that money in euro are for non Turk componets ? If true thats very sad .😭
Aslo This new order is only for Siper or both aslo hisar O+ . If i remember Turkiye make a order before just for Hisar O+ .
This ~700 million order of Siper if we can assume 1 Siper battery 150 million $
Than with that money just 4 batteries will be bought which are not enough perhaps only Istanbul you can protect with 4 batteries . Whole Turkiye needs 70+ Batteries .

Simply put, this is the case. This can be many things, from all over the world. It's impossible to ascertain which is which, what makes these figures. But almost four fifth's of Aselsan's workshare is in euros. Siper, nor Hisar, can exist without foreign parts. A system this complex cannot be fully local. It probably wouldn't ever been if we were able to make every chip and bolt in house, because this is a production deal, and foreign subcomponents for products as big as this will always be cheaper.

What matters is that these are controlled, and embargoes don't stop us.

Why does each launcher only have 3 missiles? Very easy to saturate one of these units.

Saturate how? Even if it has the full load of 18 interceptors you can still saturate it. That is why it is imperative to layer a HISAR O+ battery with Orelikon air defence guns or KORKUT SPAAG.

Besides, even on their own there are complexities and variations in tactics, technique and procedures of these medium range Air defence systems And how they are employed. So, it is not that white and black either.

Also bear in mind that although not imported as a product, most processes involve foreign machinery and equipment, which is tied to currency. This is more of an indirect source of foreign currency expenditure.

A few things that were hinted at in the recent ceremony, but not said;
  • The Siper battery's FFS count can be increased to 8, allowing a battery to contain 48 missiles ready to fire.
  • CFAKR can engage 10 different targets, multiple missiles can be directed at a single target.
  • CFAKR can be linked to 4 FFS, giving 24 missiles ready to fire per FCR.
  • A battery formation with 1 search (T-EIRS), 2 fire control radar (CFAKR) is possible.
  • CFAKR can guide missiles beyond 150 km if necessary.
  • CFAKR has a search radar function in case of need.

That is a little disappointing for me.
I was hoping one CFAKR can be linked to all 8 FFS and will be able to engage 16/24 targets simultaneously.

Hope they can Upgrade the SIPER complex later up to such standards.

Few things that are implied recently in the ceremony;

  • Siper battery's FFS amount can be increased to 8, thus one battery can be made to contain 48 ready to fire missiles.
  • One CFAKR is capable of engaging 10 different targets, multiple missiles can be directed on a single target.
  • One CFAKR can be linked to 4 FFS, thus 24 ready to fire missiles.
  • There is a possible battery formation with 1 Search, 2 Fire Control (CFAK) Radar.
  • CFAKR can guide missiles beyond 150 km when necessary.
It always seemed like one fire control radar per siper battery was unbalanced, 2 fc 1 search should have been the standard honestly

ÇFAKR can guide 10 missiles (can create 10 guidance beams) simultaneously to different targets at 150km. ÇFAKR can guide missiles up to "x" km on a single target or if targets are nearby in a tight formation with a single high-power beam. Of course, it can create 2,3 beams, etc that can still guide missiles over 150km. 150km is given for a maximum of 10 beams.
