(30 Sep 2021) High in a rocky Himalayan mountain range in the Indian-controlled portion of Kashmir, hundreds of people are working on an ambitious project to drill tunnels and construct bridges to connect the Kashmir Valley with Ladakh, a cold-desert region isolated half the year because massive snowfall.
Strategically important Ladakh shares de facto borders with Pakistan and China and currently depends on air supplies for about six months of the year. Officials say a 6.5-kilometer (4-mile) tunnel, the first of four, is already complete and will make the resort town of Sonamarg accessible during the winter months for the first time. Sonamarg marks the end of conifer-bearing mountains before Ladakh begins across the rocky Zojila mountain pass.
The $932 million project’s last tunnel, about 14 kilometers (9 miles) long, will bypass the challenging Zojila pass and connect Sonamarg with Ladakh. Indian and Chinese soldiers have been engaged in a sometimes violent standoff in the Karakoram mountains in Ladakh for over 16 months along their de facto border, called the Line of Actual Control. Both countries have stationed tens of thousands of soldiers there, backed by artillery, tanks and fighter jets. Indian military planners view the tunnel project as extremely important for Ladakh.
Experts say it will provide logistics flexibility to the military and give it operational and strategic mobility. Prasanth Kumar, Deputy General Manager of Megha Engineering and Infrastructures Limited (MEIL), the company which is constructing the project, said “any sort of army machinery can be transported 365 days and without any hurdles” once the tunnel is completed.
Officials say it will be India’s longest and highest tunnel at more than 11,500 feet (3,485 meters). “This is a state of the art project," said India's road transport and highways minister, Nitin Gadkari, on a visit to the project site this week. The Zojila part of the tunnel is to be functional in 2026, but Gadkari said he hopes the work will be finished before 2024 general elections.

An army officer and four other soldiers were killed in action during an encounter between security forces and terrorists in Jammu and Kashmir's Poonch district on Monday, officials said.
Sources said a heavy gunfight was underway in the Surankote area with at least four to five heavily armed terrorists who crossed into the country a few days ago.
The anti-insurgency operation was launched in a village close to Dera Ki Gali in the early hours following intelligence inputs about their presence, they said.
The hiding terrorists fired on the search parties resulting in a fierce gunfight and critical injuries to a Junior Commissioned Officer or JCO and four other soldiers. They died from their injuries.
The encounter with the terrorists was going on and further details are awaited, a defence spokesperson said.
Officials said there were reports about the presence of a group of heavily-armed terrorists in the Chamrer forest, after they managed to sneak from across the Line of Control a few days ago.

They just don't (seem to) understand how SIGINT and COMINT works in fundamental ways....and how this evidence has long been imputed to US, Israel and other significant allies....and has already taken phase 1 and phase 2 tolls on them...with more phases to come with time (FATF "40 billion USD toll" is just one small sliver of it that they all predictably focus on like moths to single closest flame).

Even as the fragile ceasefire agreement holds ground at the Line of Control (LoC) in Jammu and Kashmir, “infiltration season” has begun and Pakistan is attempting to push in more hardened and trained terrorists into the Indian side under a new strategy, ThePrint has learnt.
Sources in the defence and security establishment said the terror launch pads across the LoC are full, and attempts are being made to infiltrate from the Kashmir side as well as the Jammu side.
The ceasefire has been holding ground since February this year. There have been two cases of ceasefire violations, but they were very localised, and (took place) primarily because a new unit had taken over on that side,” a source said, referring to Pakistan-occupied Kashmir.
The source added that while earlier infiltration attempts were stopped, two months back, the Pakistan Army allowed the terrorists to move in and attempt infiltration, while also making it clear that it wouldn’t be able to support them through ceasefire violations.
Now, with winter approaching, the Pakistan Army has fully allowed the terror groups to attempt infiltration, sources said.
“There is greater attempt to infiltrate, but no ceasefire violations. The number of terrorists trying to infiltrate cannot do so without the sanction of the Pakistan Army,” a second source told ThePrint.
Focus on smuggling arms and ammunition
The sources said the primary focus of the Pakistan Army is to push in arms and ammunition more than terrorists themselves. This is why the terrorists attempting infiltration have been found with more weapons and ammunition.
In late September, the Army had foiled an infiltration attempt by killing three heavily armed terrorists at Hatmulla in north Kashmir’s Baramulla district.
Five AK rifles, eight pistols, two IEDs and 69 grenades were recovered from the three terrorists.
Another infiltration attempt was stopped after this in the Uri sector. One of the terrorists killed was someone who looked to be in his late 30s, while another was caught alive.

Talking about the significance of the MoU, Union Minister for Commerce and Industry Piyush Goyal said that with the signing of the MoU with the Dubai government, the world has started to recognize the pace with which Jammu and Kashmir is traversing on the development bandwagon.
“This MoU gives out a strong signal to the entire world that the way India is transforming into a global power, Jammu & Kashmir is having a significant role into that as well,” Piyush Goyal said.

Owing to their young age, Jammu and Kashmir Police decided to counsel them to give them a chance to reform into responsible and peace-abiding citizens. They were handed over to their parents, the statement said.
