Why Havelsan has to pay the penalty? If i recall correctly there is no contract in progress.
It should be vice-versa if Leonardo is not fulfilling the contract and withdrawing after the signature.
If there is something wrong unfortunately it is at the project management. They better not take this to court.

i dont know the fiasco precisely, it's still a question for me too. the military enthusiats has the rumour that IDN sides wants all Turkiye made equipments to be fitted on FMP.

Logically, if the contractor (PAL) gave a contract to Leonardo and then failed to fulfill the requirement, payment or obligations and later canceled the contract without excuse, the contractor should pay a remedy.

Both Havelsan and Leonardo are contractors here, I don't know why they would have to pay each other anything. They are both subcontractors.

Jakarta (ANTARA) - Chief of Staff of the Indonesian Navy (TNI AL) Admiral Muhammad Ali hinted at the possibility of Indonesia procuring Chinese defense equipment following President Prabowo Subianto's visit to Beijing on November 8-10.

"Thank God, talks in China went well and harmoniously. We will step up bilateral cooperation in all sectors, including defense. There is a possibility of procuring defense equipment from the People's Republic of China," he answered ANTARA's question in Jakarta on Tuesday.

Ali noted that he cannot yet share details on the types of equipment to be purchased by the TNI AL.

"Maybe I can provide more information once contracts have been signed," he remarked.

Furthermore, the admiral told journalists that he and Chief of Staff of the Indonesian Air Force (TNI AU) Marshal Tonny Harjono had participated in President Prabowo's meetings with Chinese President Xi Jinping and Prime Minister Li Qiang.

I think that's still from Leonardo, notice the ESM / ECM system on top of the mast, that's exactly what PPA and others have as ESM / ECM.

Fire Control Radar, Helicopter approach radar (MAR-D) and Volumetric Search Radar (CENK-S) seems to be from Aselsan, onmi directional IFF antenna (part of CAFRAD) also resembles Aselsan's product.

It seems to have two TACAN antenna, little strange.
