As a third generation of Surabaya resident, I certainly hope it doesn't, at least not in the short term (5 years)Btw, i wish the government of Surabaya to revive tram system in Surabaya or better to invest more on Metro system or the likes of LRT

But with surabaya rapid development, eventually surabaya will need rail based transportation system.
- There isn't space for it. Surabaya roads are kinda narrow in most places but high density.
- Bad policymaking practice that basically only seek praises by the mainstream medias (which around here could be bought)
- River based transportation is far more viable due to how the river system crossing all important part of the city. It will need plenty of station though because there are plenty of floodgates along the rivers stream
- Bus is also more viable, not to mention cheaper since it doesn't require additional infrastructure. There are already few electric city bus currently in operation. But again bad policymaking practice is in the way.
- Majority of people here (lower to low-medium income type) doesn't want to use public transport.
The city limit can't get any larger. Again keep in mind the general mentality of peoples in Indonesia colonies and local condition are a lot different from those from Jabodetabek. Furthermore, Surabaya has already had tram system back in the late 19th - early 20th century. Around here if we need mass transport there is the RIVER system. Doesn't need some fancy (expensive) MRT, LRT, or whateverBut with surabaya rapid development, eventually surabaya will need rail based transportation system.
Pls for love of god don't repeat Jakarta mistake on very late to build Mrt and Lrt.
Better build it earlier than late.
