If we pay a close attention to the wording of the statement it may be understood that the ARAT may be used for multiple purposes like both for a drone and a cruise missile.
To tell you the truth, no matter how many times I read the article, I can‘t see a relation with ARAT and a drone being mentioned there. That doesn’t mean it can not be used in one. But the article does not say that to me.
High altitude operation is not synonymous with missiles that has to operate at low altitudes as part of their operational envelope. I think whoever made this news got their wires crossed and/or misunderstood what was being said.
Having said that we may have gone the French route on these micro engines.
It is great that we are improving on our KTJ-3200. It is probably going to be like Safran’s TR-40 , TR-50 and TR-60 engines. All are turbojets. But they power missiles with different weight with different ranges.

Not the lines, you need to read between the lines to make it out. Think about what else it can be used for and you will see the answer.

SİPER Will Enter Service in 2023​

The first controlled firing test with the SİPER (formerly HİSAR-U, meaning SHIELD in English) National Long-Range Air Defense Missile System was carried out on November 5, 2021, at the Sinop Missile Test Range located in northern Sinop province. The Request for Proposal (RFP) for the Project was published in 2016, and a contract was signed between Aselsan, Roketsan, and TÜBİTAK Sage Business Partnership and the Presidency of Defense Industries (SSB) on January 15, 2018. At that time, it was announced that it would enter service in 2021-2022. The firing test aimed to demonstrate the missile`s maneuverability and to see whether the missile could be successfully directed or not was not conducted against a target. With this test, an important milestone was passed regarding capability demonstration in the Project.​

Issue 111

Announced by the President of Defense Industries Prof.İsmail DEMİR on November 6, previously determined maneuvers were performed during the test with the Controlled Test Missile (CTM) version of the SİPER Block-I missile. The CTM is not equipped with a live seeker or the Thrust Vector Control (TVC) in the tail section but features an auto-pilot control capability.
Following the test, President of Defense Industries Prof. İsmail DEMİR shared the following statements on his social media account on November 6: "We have successfully completed one more phase in the development of the SİPER Long-Range and Multi-Layered National Air Defense System. Planned to enter service in 2023, SİPER will eliminate all threats against our homeland." On the other hand, in a previous statement, Prof. İsmail DEMİR said they would develop an intermediate product with an effective range of up to 100 kilometers and an altitude of over 20 kilometers before the SİPER Air Defense System. Stating that SİPER will follow this missile, Prof. DEMİR said that SİPER will become operational in 2023. In a statement to the Anadolu Agency on November 23, 2021, SSB Prof. DEMİR shared the following information about the delivery schedules and test activities of the Turkish Air Defense System projects. "We will start the delivery of HİSAR O+ Air Defense Systems. We may see a new test with SİPER before the end of this year." The SİPER Block-I CTM version or the Guided Test Missile (GTM) version with a dual-pulse rocket motor and TVC capability can be used in the new firing test.The SİPER will allow Area Air Defense of Strategic Facilities against enemy attacks at Long Range and in distributed architecture. It is planned to use more than one type of missiles with different range and intercept altitude capabilities in the long-range and multi-layered national air defense system SİPER, which is expected to be actively used in the field as of 2023. The SİPER Block-I Missile is effective against air-breathing targets at a range of 70+km and up to an altitude of 20+km, and its range is expected to increase to 100+km (SİPER Block-II) by 2023. Subsequently, the development process of new models that can be effective against both air-breathing targets and ballistic missiles up to a range of 150 km (SİPER Block-III) will be completed and become operational. Therefore, SİPER missiles in different configurations will enter service with the Turkish Armed Forces (TAF) in 2023 and beyond.

Could not be for I-Class only, Some people have rumored Hisar-O+ IIR / RF on Ada Class but;.
Likely they are on verge of signing the contract for EDAS, Cold Launched G40 / 60 for Ada-Class and other platforms that may benefit from easy to install and integrate, exhaust-less cold launch VLS.

EDAS will also allow peripheral installation that becomes crucial on vessels with limited deck space.

EDAS will bring light surface platforms to an important level, since Kuzgun (SS - TJ), Bozdoğan derived missile and others will readily be possible to be launched from small platforms that doesn't support enough space for exhaust integration of MILDAS.

Now let's reimagine Ada-Class or maybe even TTHB with 12/16/24 EDAS that can carry mixed G40/60, Kuzgun, Bozdoğan, Quad-Packed Sungur-D, mini VL ASROC.

This is like pulling out a rabbit from a transparet hat. Is this the wonders of modular constructed Vessels that can easily be turned into FFBNW ?

It won't be as easy as FFBNW, it will still require an approval for design modification but for sure it will require less modification than hot launch requires.

So should we expect EDAS cells will be narrower and shorter than MDAS?

let's say:"One cell of EDAS could contain just one G40 but MDAS cell could allow quad packed G40 and longer SİPER?? " Am I wrong?

EDAS is the vertical launch system developed by Tubitak sage for cold launch missiles such as G40/60 and in the future Tozkoparan. MIDAS is the vertical launch system developed by Roketsan for the Hisar Naval and Siper Naval hot launch missile systems.

Last time a similar question was directed at Tubitak-Sage MD , he replied that it will be ready to be operational for I-Class frigates. (TCG-Istanbul is going to be ready next year)

So if SİPER is used on İ-clas it means MİDAS could launch SİPER?

I-Class‘s first ship will probably use Roketsan‘s MILDAS VLS and Siper. This will be a hot launch system.
EDAS, on the other hand, is a Tubitak-Sage cold launch system, and can be ready before TCG-Istanbul is operational. But as per @Anmdt ’s related posts, it will be utilised on the Ada-Class and similar platforms that will have G40/60 type missiles. He has also stated that Siper will be in a block x guise to allow it to be used in quad pack form.

Imaged, is Hisar-O with booster ? Structurally the surfaces do not match with SIPER

It is a fact that as soon as you add or change anything on these missiles, you are altering the missile’s aerodynamic structure. So if by adding RF seeker head and a booster, they altered these so much that even the fin design had to be redone.
I can add as a conjecture; Whilst at it they may have streamlined it so much that it would fit in to MILDAS’s cells in quad pack form. Hence the black missile. Looking sleeker and very different.

I personally expect ExLS -- Mk41 like compability between MILDAS and EDAS.
EDAS as it is told in the name will be flexible and expandable for small to large platforms. Even in some platforms we can expect both of them. We see such an application in modern frigates to be equipped with both strategic VLS and point defense missiles.

MILDAS may launch anything EDAS may, with an adapter, but not vice-versa. Even if it does, will be limited to few.

President of SSB was talking about HISAR-O being integrated with booster in recent CNN interview, I'm wondering whether these are two separate projects.
Thinking out loudly; If the Hisar range is really for the Army and the Hisar-O RF is the only one Navy is interested in, then it is logical to increase the range of Hisar-O+ with a booster for the army. Having done that and finding what you can achieve, they may have gone on to Siper Naval! The black missile.
That goes along with your theory of two different projects. Especially as the Navy is insisting on quad packable missiles.
But if the same results are obtained for both missiles. the Hisar-O+ with booster could be dropped in favour of the quad packable black one.
