Considering how we would encounter the adversaries in a hypothetical war, I say putting the same kind of payload on aging Yıldırım missiles so that Tayfun production line won't be strained for something very specific

These are not that much effective in modern warfare. Runways are easy to repair. It's better to hit more critical buildings in an airbase, like planes and munitions.
Yeah, I think US attacked a Syrian airbase with missiles with similar warheads while Trump was president and planes continued flying from there either the same day or the next.

Maybe there is a version of DEMET for this purpose.

NEB can be used against runways too.
It isn’t, but had stated in the past that it would no longer produce cluster munitions. New realities necessitate a change in that policy.

Of course. You are as valuable as your word. We said we wouldn't, and we didn't. All our old stocks are also under NATO books, there's nothing to suggest Turkey produced cluster munitions after 90s, although it has shown the capability to develop them with Demet years ago. Ones we sent to Ukraine were older 155mm MKE rounds, license built in Turkey.

To add, Turkey's position on cluster munitions leaves us a lot of leeway, say unlike chemical weapons where we say we never used them in history and will never use them in the future. For cluster munitions, Turkey was and is a user and a producer. It didn't sign the convention on cluster munitions(together with China, Russia, US, Korea) but stated that: "it has not used, produced, imported, or transferred cluster munitions since 2005, and does not intend to do so in the future." Also, "Türkiye has condemned the use of cluster munitions on several occasions in the past.[8] It has voted in favor of UNGA resolutions expressing outrage at the use of cluster munitions in Syria."

But, as US State Dept also mentions: "that the Turkish Armed Forces have “a de facto moratorium on the use of cluster munitions” but that “Turkey’s military doctrine continues to call for the use of cluster munitions in the event of an ‘all-out war.’

As it should be. These are very ugly weapons, but very effective against military forces. While Turkey vehemently opposes its use in COIN or other low intensity warfare, it thinks it has a place in a theoretical total war. So it doesn't clear its stocks and keeps the capability to produce it if needed.

these bombs are not really used anymore, these bombs were meant prior to development of long range guided munitions, the idea was for NATO Tornadoes to rush across the Soviet border to destroy Soviet runways near the borders.

Nowadays, with guided ammunition, you can take out entire airfields from hundreds of kms away.
