In most countries, perpetrators of traffic accidents are eligible for bail.They can flee to overseas easily.

Imamoglu released the CCTV footage, the widow said the police told her that her husband had committed suicide in this news article
"Police released Mohamud without any bail conditions after preliminary investigations into the accident"
It was not long ago TR paid the Somalian debt to the IMF for millions of dollars. Perhaps they were worried about what the IMF auditors would find.
