The weak plays defensive and the strong offensive, this is a no brainer. Japan is no match for Russia militarily so it always plays defensive and dares not to do nothing about its lost northern territory to Russia. Japan can not even appease north Korea, let alone taking on Russia, no matter how much Japan's cheerleaders claim, Japan itself knows its place very well.
