aid bill for Ukraine has been released. The total value of the bill is $60.85 Billion usd. It's a long read, so here are the important details.
USAI
Total funds: $13.78 Billion usd
Details: These funds are to be used for the purchase of U.S. military aid for Ukraine, from U.S. defense contractors or allied equivalents.
Presidential Drawdown Authrority
Total Funds: $7.8 Billion usd
Details: These funds represent the value of equipment in existing U.S. inventories that the President can authorize for transfer to Ukraine.
There is a specific clause in the bill that states that the President SHALL transfer ATACMS Ballistic Missiles to Ukraine as soon as is practical.
Macro Economic Support
Total funds: $7.9 Billion usd
Details: This funding may be used to help support any aspect of the Ukrainian Government, with two specific notes. First, $50 Million usd must be used to address food insecurity in Ukraine. Second, NO money from this pool can be used to pay Ukrainian Government pensions.
Note that these funds are to be given in the form of a loan to Ukraine, the terms of which are to be decided by the President. After November, 2024, the President may forgive up to 50% of the loan, however, the remaining 50% cannot be forgiven until January 1st, 2026 and is subject to Congressional review.
Foreign Military Financing
Total funds: $1.6 Billion usd
Details: These funds are to be used to purchase military aid globally, for the Ukrainian (or other) military.
Note that these funds are to be given in the form of a loan to Ukraine, the terms of which are to be decided by the President. Assistance for Ukraine and Central / Eastern Europe
Total funds: $1.575 Billion usd
Details: These funds are earmarked for training and defense initiatives in Ukraine and surrounding countries adjacent to Russia.
Note that these funds are to be given in the form of a loan to Ukraine, the terms of which are to be decided by the President. After November, 2024, the President may forgive up to 50% of the loan, however, the remaining 50% cannot be forgiven until January 1st, 2026 and is subject to Congressional review.
Ukrainian Border Services and Law Enforcement
Total funds: $300 Million usd
Details: These funds are earmarked to support the strengthening of the Ukrainian border and to help fund law enforcement, including law enforcement that falls under the command of the Ukrainian military.
Demining and Anti-Terrorism
Total funds: $100 Million usd
Details: These funds are to be used for demining Ukraine and anti-terrorism initiatives, in conjunction U.S. agencies.
Assignment of an Inspector General
Total funds: $8 Million usd
Details: These funds will be used to pay for a U.S. team that will audit the funds and weapons transfered to Ukraine, ensuring that none of the money or items fall victim to corruption and that they are entirely accounted for.
Remainder of the Bill
The remainder of the funding in the bill will go directly the various U.S. Military segments to pay for training and replenishment of military supplies. Specifically, there is more than $2.2 Billion usd earmarked for the procurement of additional air defense missiles (mostly Patriot) and more than $5.5 Billion usd earmarked for the procurement of artillery shells.
