This is the dumbest thing I've seen all day. Most countries keep inactivated B.Anthracis and Y.Pestis in order to have working detection methods at their centers for disease control. We keep them in order to have a working DNA template and extraction method in case of an outbreak.
Only a few labs in the world are allowed to grow them, as they are BSL3/4 and subject to a number of regulations. Once inactivated you can drink a gallon of it and not get infected, thats what "inactivated" means.
