Think you got it backwards, the separatist/Russian artillery was firing on Ukrainian positions and Ukrainians responded with a TB2 strike. Par for the course with Russian disinformation to state the course of events front to back.

Why would you exclude Syria? Or Libya? We actually know that drones got knocked down there, I have yet to hear anything concrete from Ukraine.

I dont see Ukraine getting access to Patriot or SAMP-T, well maybe SAMP-T.

Maybe France might push the SAMP-T deal through. It also has Anti-Ballistic capabilities. But would Ukraine get Aster 30 Block 0 (without BMD) or Block 1 (with BMD)?

Otherwise they should turn their focus on other AD Systems.Hisar/Siper(Turkey) or Iris-T Family(Germany), Iris-T only has one costumer right now with Egypt so delivery could happen fast for Ukraine.
