Qatar for example, since the 1990s the country has become one of US military hubs in the region, including hosting USAF F-15. This factor alone could significantly help Qatar to receive discounts &/ cheaper training costs from Washington
I read about it somewhere that this 13.9 billion USD is the upper limit of the whole package. It probably can go lower after negotiation, although not by much.
