Low rate initial production should be around 2024 -2026 during flight testing phase, that's what i am heard during some representation. Production should be commenced normally around 2026-2028 onward.

IMO, it is not wise to compare contracts from one country to another to determine whether we have a good deal or not simply because there are just too many factors needed to be considered (Poleksosbudhankam, etc)

Qatar for example, since the 1990s the country has become one of US military hubs in the region, including hosting USAF F-15. This factor alone could significantly help Qatar to receive discounts &/ cheaper training costs from Washington

I read about it somewhere that this 13.9 billion USD is the upper limit of the whole package. It probably can go lower after negotiation, although not by much. But even if it's not, considering that F-15ID is in the same class of what's being offered to Israel (F-15IA), I think it's still make sense somehow.

Of course, if we can negotiate to lower the price, then more power to it.
