Defense Industry Cooperation between South Korea and Indonesia
Quoted from the Tempo archives in 2011, the Governments of Indonesia and South Korea signed a cooperation project to make the KFX fighter aircraft or the Korea Fighter Xperiment which will last for 10 years. Then the cost sharing agreement and work assignment agreement were carried out in January 2016.
In the agreement , Indonesia bears the cost of the fighter aircraft development program by 20 percent, while South Korea 80 percent. In 10 years of development that will be carried out until 2026, the total costs borne by Indonesia will reach Rp 21.6 trillion.
The KFX/IFX fighter is a 4.5 generation semi-stealth aircraft developed by Indonesia and South Korea. This aircraft development cooperation is limited to aircraft development until it reaches a prototype.
However, in 2020, Indonesia is in arrears in payments. Quoted from the Korean Times , according to Defense Acquisition Program Administration (DAPA) data, the Indonesian government has paid 227.2 billion won ($208 million/Rp 2.8 trillion) from 2016 to 2020, but has delayed payments of 604.4 billion won ( 6.8 trillion rupiah) or 73 percent of the 831.6 billion won promised to be paid this year. The country initially agreed to pay a total of 1.7 trillion won.
The arrears are because since 2018, quoted from Kumparan , Indonesia has proposed renegotiations to save the country's foreign exchange reserves, after the rupiah experienced a tremendous weakening.
Reporting from Detik , the spokesman for Defense Minister Prabowo Subianto, Dahnil Anzar Simanjuntak, September 8, 2020 stated, Indonesia asked for a reduction in cost share from 20 percent to 15 percent, but South Korea only agreed to reduce it to 18.8 percent.
After the renegotiation process, quoted from the Ministry of Defense website , in November 2021, Indonesia and South Korea again signed a Joint Agreement on renegotiating the KFX/IFX joint development program. With the new agreement, the KFX/IFX development cooperation will be resumed.
Benar News reported, President Moon Jae-in at the launch of the first prototype of the KF-X/IF-X said he would like to express his deepest gratitude to the Indonesian government for trusting Korea's capabilities and being a partner in this project. The launch of this prototype was attended by the Indonesian Minister of Defense, Prabowo Subianto, at Korea Aerospace Industries (KAI) in Sacheon.
On July 8, 2022, Korea Aerospace Industries KAI released a video of South Korea's first KF-21 fighter jet preparing for its maiden test flight. The KF-21 No.1 prototype was shown to the public for the first time on a taxiway located within the KAI headquarters in Sacheon city, South Gyeongsang Province, July 6, 2022.
The prototype KF-21 Boramae fighter has been undergoing low, medium and high speed taxi tests since June 25 and will continue until July 13. Seen on the muzzle of this plane are the flags of Korea and Indonesia. There is also the logo of KAI, the Ministry of National Defense (MND) of South Korea, and the Ministry of Defense (Dephan) of the Republic of Indonesia.
CONCLUSION
Based on the results of a video fact check entitled the reason why Korean netizens don't want an Indonesian flag at KF 21 Boromae, it is concluded that it is partly true.
It is true that Indonesia was in arrears in 2020 because it proposed to renegotiate its cost share from 20 percent to 15 percent. However, South Korea only agreed that Indonesia 's cost share would drop to 18.8 percent. In 2021, Indonesia and South Korea have signed a new contract and the cooperation will continue. That is why the Indonesian flag is attached to the KF-21 prototype.

So we can use PLN to finance Fighter development?
Yes if the PLN is use to "purchase" the prototype but not for the capital participation. Tho financial engineer can steer this up abit to reduce the RMP for the project and loan.
