7.For PT. PAL Indonesia will immediately carry out purchase orders for senkomlek (Communication & Electronic) equipment.

They are not speaking out the technical details, Babcock has granted the license right for two hulls and the modification was not spoken of. Likely Babcock is contracting modification related design work to subsidiaries or design offices in UK (maybe Indonesia, but haven't heard of it, please correct me if i am wrong), however as the details are not clear these works will not be completed in foreseeable time.Emphasize for PT.PAL :Inspektorat Jenderal Kemhan RI

Yes the construction so far goes well, on paper, as they are manufacturing the common blocks that will not be subjected to the changes. (Or at least hoped to be so). However once they start to build aft and fore, or higher deck sections then they will need to wait for aforementioned detailing to be completed.
This is an old trick in shipbuilding that is applied in commercial shipbuilding as well, start construction from midship and doublebottom blocks, complete keel laying to have funding granted. Does not help for construction timeline, just provides a financial relief.

The full system will be hosted on a 92.5 m mother ship designed by design and engineering group Houlder; the design package will be delivered to PT BTI for build in a local shipyard.
