You can outsource a part of embedded software but Intention is clear Software as in Software tools like CAD/CAM solutions, PLM solutions or any software tools that is used in design and development of KAAN.

since Kaan enters a new stage revoking an open general export licence and issuing a new open general export licence reflecting a larger scope and our current needs which is stated and enlisted through the meaning i.e the definition of TF X KAAN programme is quite logical.
