These are retail graphics cards, i.e. freely accessible technology 100 here 100 there ordered via a middleman somewhere in the world and you have thousands of graphics cards.
You can't stop it, the second you order through Saudi Arabia, Malaysia, South Korea and some European countries via middlemen it's almost impossible to stop it. It gets even funnier when they even have the purchased own goods stolen from the warehouse, using their own people as a Coup/Heist and bringing them into the country through dark channels.You do have a point, but that's not the complete picture.
