If Dearsan wants to sell their products in Indonesia, they need to establish cooperation with Indonesian shipyards and produce them here, because as far as I know, the CEO of Defend ID once said that procurement tenders will be given to local defense industries/local shipyards, and then these local shipyards will look for foreign shipyards to cooperate with. The process cannot only involve foreign shipyards without the participation of local shipyards.

So which local shipyard will Dearsan collaborate with? PT PAL has clearly already signed an MoU with Naval Group to build FDI frigates here, as well as Noahtu Shipyard, which has collaborated with Fincantieri and will most likely offer the FREMM Frigate. Another local shipyard that has fairly good facilities is Batamec.

For your information: Dearsan has established a shipyard in Turkmenistan from scratch, and establishing several shipyards in Africa. So they have no issues with that.

Also TAIS delivers design packages and personnel and constructs patrol boats / missile boats in Indonesian shipyards.
