"This study paves the way for the launch of a three-country joint Long Range Air and Missile Defence Program. The future system will be ready by the middle of the next decade with a state-of-the-art military capability designed to counter the most challenging threats (stealth aircraft, UAVs, cruise missiles, and ballistic missiles). The system is expected to meet three countries’ basic operational needs and it will guarantee Turkey has full employment autonomy and will allow a sovereign choice of integration level within NATO. The joint development activity is expected to support Turkey’s indigeneous air and missile development programme in addition to opening up prospects for exports and longer-term co-operation of Turkey, Italy and France."

By next decade we opefully won’t need the cooperation they seem to revive.

I think Turkey should take a backseat and let France and Italy do the main work and spend resources on it. If they develop state of the art then we can contribute, but I don’t see why we should be front runners .

We can push for partly domestic production of the system to create jobs and know how.

Not to mention the cost savings both Italy and France will have.!!

Well, we don't need any cooperation other than the anti-ballistic missile system. Siper project is in such an advanced phase that the test firing campaign will start this year with ballistic tests. BTW Siper will also have anti-ballistic capabilities but we are working on a dedicated anti-ballistic missile. The planned completion date is 2026-2027.

If what this site says is correct, we spent around 600 million dollars to develop Hisar A and O missile systems.
If a cooperation is going to cut the cost of Siper block 0 and block 1 and 2 missile systems, why not get in to a cooperation with them?
There may be a lot of intricate small details that may yet be eluding us. (Our missiles are not specified to hit ballistic missiles. Yet Aster-30 range can hit ballistic missiles with 1500km range) . With Samp-T cooperation we may overcome these difficulties.
Also by becoming a partial producer of Samp-T missiles we may claw back some of that cost we dished out for Hisar missiles’ development.

Aster 30 Block 2BMD is still being developed, has maximum altitude of 20km.
Low orbit satellites are at an altitude between 250km and 2000km. Geo-synchronous satellites are at 36000km.
Missiles capable of hitting even the Low orbit ones, will have to have ICBM class rocket engines.

@Huelague had a claim that we could get anti satellite capability through partnership with Samp-T.
Evidence to the claim that it takes an ICBM class rocket engine to shoot a satellite.

Well it is self evident. The biggest ICBMs are able to reach 2000km altitude. That means they have the capacity to take down Low-Orbit satellites.
”Any nation that can build an ICBM, can readily arrange it so that it will hit a satellite”
ASAT missiles developed by US, Russia and China all use, multi stage high altitude rockets.
Building a rocket and propelling it to the orbit of say, ISS is much simpler than launching a satellite in space.
All countries that are capable of launching satellites, are also capable of building anti satellite weapons. You don’t need high end weapons for that you just need capability to reach there and touch the satellite.

The first rockets to go to space were almost all modified ICBMs, and even a lot of todays orbital rocket designs can be traced back to ICBMs:

  • The Thor Intermediate Range Ballistic Missile was developed into the Thor rocket family, which was later further developed into the Delta-family of rockets. The Delta IV Heavy is still in use
  • Titan was a rocket family used for both ICBMs and orbital rockets, most notably those use for the Gemini flights. Titan rockets were in use until 2005
  • Minotaur rockets are based on Minuteman and Peacekeeper ICBMs. They are still in use
  • Atlas rockets are almost only used in the spacetravelling role, but they can trace back their roots to the SM-65 Atlas ICBM.
  • Soyuz rocket was also based on an ICBM.
So If you have capability to launch satellites with rockets that are based on ICBMs, then you have capability to hit those satellites too.

So If you have capability to launch satellites with rockets that are based on ICBMs, then you have capability to hit those satellites too.

You are dismissing the possibility of a lesser rocket than an ICBM being able to hit a satellite.
ICBM rockets are made to go to a distance as well as to a height. So the flight path is longer than that of a rocket that needs to go to a height but not a distance. If the satellite killer rocket meets the satellite without having to chase it a smaller rocket should be able to hit a satellite too.

If we can reach Karman Line with sounding rockets, there's no reason why we couldn't develop a missile to take out a satellite or ballistic missile kinetically.

Add a huge booster to siper missile to reach space, then with necessary guidance systems it can reach to observation satellites operation altitude to shoot them down.
