For a system like Siper, directing it to a target is a lot easier than older systems like the S-400. Siper missiles don't need radio guidance nor do they need the target to be illuminated by a FCR. The target status can also be updated while the missile is en-route. Effectively, once the target is detected by EIRS, if it's in the engagement envelope of the Siper it can be brought to bear on it.0.0015 in X-band if I recall correctly. With concentration on an arc, it gives almost 120 km even with that RCS. But as you said, detecting it and directing a Siper missile to it are two different things. Hopefully the people who made EIRS put some thought in how to use the FCR better as well.

There is nothing secret with EIRS range for 1m^2 at 470, it is a common practice for X - S and L bands range to be given for 1m^2 (hence the simplicity of using it for logarithmic calculations or using the relations for radar range estimation) for K, 0.1m^2 is preferred.
The RCS is given for SISO case, where T/R is more like a point. Telling this for a reason, EIRS full potential will be revealed later. (MIMO, multi-static, bi-static, pyas just dropping the keywords)
EIRS can be fully integrated into HAKIM, or coupled with other radars in vicinity to update the image, exchange tracking data, identification. One Kalkan-II operatint in LPI mode or a PYAS may detect a target and help EIRS to track it with precision at a range that it won't be possible to track.

It can but depending on target behaviour it's not necessary like it is for older systems. Siper can go to a target area by itself and try to acquire the target independently. Midcourse guidance can tell the missile when the target changes vector, since the missile can't seen the target until it's close enough to acquire it itself. Or it can be used to select a specific target when multiple targets are close together, or to switch to a different target, etc.
