Defense Industry
Move our defense industry to a much higher point, reduce the dependence of our country on defense industry, create an ecosystem that will lead the development of advanced dual-use industrial technologies, increase the operational power and deterrent of our armed forces, and develop high-value exports.
End political appointments and nepotism practices in public institutions and organizations related to the defense industry and ensure that these institutions and organizations work based on merit and expertise.
Consolidate the powers and responsibilities of the defense industry in the Defense Industry Presidency, creating a structure that is transparent, accountable and free of political influence.
Ensure that the Force Commanders also participate in the Defense Industry Executive Committee.
Create mechanisms to create synergy, cooperation, and coordination between the Defense Industry Presidency and other institutions, organizations, and foundation companies and private companies operating in the defense industry sector.
Open the way for the private sector in the defense industry and ensure fair competition.
Ensure the participation of the private sector in defense industry tenders through simplified bureaucratic processes, free of favoritism and classification as close/distant to the government, and apply the same principles in the audits.
Share the annual requirements projections of our armed forces and security forces with the private sector, opening the way for defense industry companies, especially SMEs, to make future-oriented investments, creating an ecosystem that supports, develops and grows each other, both at the main system and sub-system levels.
Restructure the Turkish Armed Forces Strengthening Foundation and its affiliated companies, free the management of the Foundation from political influences and share the use of its resources transparently with the public.
We will ensure that foundation companies operating in the defense industry work within the framework of principles that are transparent to assessment of accountability, measurable performance and efficiency, based on merit-based, strategic, and professional management.
We will eliminate the disadvantages arising from the mostly single-sourced procurement of foundation companies and support the development of future technologies with projects and incentives in which small and medium-sized enterprises can also participate.
We will restructure MKEK, eliminate dependence on foreign sources for explosives, conventional weapons, and essentials.
We will manage large procurement projects in a manner that does not disrupt the force structure and planning, in line with the country's foreign policy and the specific security environment and needs.
We will create a separate and special budget for the practical implementation and full localization of projects such as the National Combat Aircraft, Jet Training Aircraft, Altay Tank, TF 2000 Frigate, 4G and 5G base stations and network infrastructure, military surveillance and communication satellites, and similar projects, which have constantly postponed development schedules, and will allocate the necessary expert personnel.
We will complete the engine procurement process for the Altay Tank and start domestic engine work, which is greatly needed in air, land and sea platforms, and continue and succeed in domestic aircraft and tank projects with a great mobilization.
We will accelerate Turkey's satellite development and launch efforts, integrate civil and military satellite programs, prioritize the localization of critical technologies in this area, and increase the localization rate to above 50%.
Within 10 years, we will truly increase the currently low localization rate in the defense industry to 80%.
With consolidation, strategic procurement, mergers, venture capital investment, and effective planning, and with the active support of the private sector, we will transform ASELSAN, TAI, MKE, Roketsan, TEI, and HAVELSAN into global companies.
We will establish the Defense Industry Industrial Design and Production Center to produce all materials and inputs used in the defense industry, including next-generation materials, locally.
We will prevent direct imports from abroad under the guise of emergency needs and base the supply of systems that do not impose any usage limits.
In case of imports from abroad, we will open the way for the use of our balance in offset applications of the resources that leave the country, especially in defense-themed entrepreneurship funds.
We will prioritize the development of advanced capabilities such as nanotechnology, biotechnology, and robotics systems in new ventures and university projects, in addition to conventional weapons systems, in order to respond to future security needs.
We will increase resources allocated to R&D and venture capital in defense industry and support R&D efforts by the private sector.
We will create a widespread incubation environment for innovative products and actively support individuals and organizations in this regard.
We will not privatize military factories that compromise critical capabilities and services in the national interest and security, and carry out privatizations in suitable areas in accordance with national participation, free competition, and public procurement regulations.
We will cancel the allocation process of the Sakarya Tank Pallet Factory to quickly implement existing and new projects within the legal framework.
In coordination with the Ministry of National Defense, the Ministry of Industry and Technology, and the Ministry of National Education, we will ensure that our researchers who have completed their education abroad add value to our local defense industry as R&D and innovation specialists.
We will reverse the brain drain from our defense industry by recovering our engineers and technical teams who work in foreign companies due to incorrect policies and practices, develop and implement the Defense Industry Brain Drain Action Plan.
