Today with Linkedin network, it is very easy to find some capable researcher/engineers from Western countries. It is stupid if we dont do it. Why do we need to buys some very expensive defense equipment to get so little TOT if we just can use much minimal money to hire some expert in the West or Ukraine or Belarusia or South Africa to work directly with our program ???
China use similar way when they tried to master automobile engine technology and hire retired Japanese expert, this is just a small example, I believe they are doing much larger than just this tiny example.
Experts help when there is a background knowledge,pre-existing abilities and capability to add on top.

Instead, officially you can establish a connection, send engineers&technicians to be trained, invite their engineers as a whole team for train in-place, secure deals, secure the collaboration. In my opinion this is easier than luring individuals.
