Plus when you buy a Gripen, you have to build a new infrastructure for it, so the cost per plane you will buy will probably be more expensive than buying a new F16 block 70. And the Gripen E doesn't promise much more than f16 block 70.
From what I heard, we're paying 6 billion dollars for 40 Block 70 F16s and 80 upgrade kits. For that amount of money 100 brand new Gripen-E units could be bought, probably more. I imagine most would be assembled at TAI and many parts would be produced in Turkey.
Gripen-E has a number of advantages over F16 Block 70, Lower RCS and IRST will make it much more competitive against modern threats. And they say electronic warfare capabilities of Gripen-E are very good.
